Kigali, Smart City and Hub of Digital Transformation in Africa
Kigali Sustainable City Project is an ambitious initiative led by the Rwandan Ministry of Innovation and ICT, the City of Kigali, and partners including Tactis and INERIS. Its goal is to harness digital innovation to make Kigali a model of sustainability and a reference smart city in Africa.
At the core of the project is the creation of an interactive citizen portal. This platform allows residents to engage directly with city authorities, strengthening dialogue, transparency, and participation in urban decision-making. It improves the quality of services, fosters citizen trust, and supports inclusive governance.
Complementing this portal is the deployment of a network of fixed and mobile air quality sensors across the city. Installed on public buildings and vehicles, these devices generate real-time data that helps identify polluted areas, trace sources of emissions, and guide public health and urban planning policies. Citizens and authorities can monitor air quality live, reinforcing environmental awareness and responsiveness.
The project is part of the Smart City Rwanda Masterplan, which positions Kigali as a digital hub for Africa. By promoting e-government services, innovative mobility (such as the Tap&Go system), and citizen-driven initiatives like digital umuganda, Kigali is embedding technology into local culture and community practices.
Beyond technology, the initiative reflects Rwanda’s determination to couple innovation with well-being and sustainability. From reducing pollution and preventing respiratory diseases to encouraging startups and fostering citizen engagement, the project strengthens Kigali’s reputation as one of Africa’s most forward-looking capitals.
Ultimately, the Kigali Sustainable City Project is not only about improving life for Kigali’s 1.1 million inhabitants. It is also about creating a replicable model for other African cities, showing how data, innovation, and citizen participation can work together to build inclusive, sustainable, and resilient urban futures.
