WeCAPS

WeCAPS (Western and Central Africa Port Security) is a project funded by the European Union and implemented by Expertise France to strengthen the security and resilience of ports in West and Central Africa.

Ports are vital gateways for trade, development, and stability. Yet they are exposed to a wide range of risks: terrorism, organized crime, illicit trafficking, industrial accidents, and natural hazards. WeCAPS helps partner countries address these challenges.

The project deploys teams of international experts to work directly with port authorities, governments, and local stakeholders. Together, they assess vulnerabilities, design tailored action plans, and implement concrete improvements in security management.

Training and capacity-building are at the heart of WeCAPS. Port officers, security managers, and local responders benefit from courses on crisis management, risk prevention, and the implementation of international standards such as the ISPS Code.

Beyond security, WeCAPS also promotes safety, environmental protection, and resilience. The project encourages a holistic approach to risk management that integrates industrial hazards and disaster preparedness.

Through regional workshops, peer exchanges, and technical assistance missions, WeCAPS strengthens cooperation between ports across the region and fosters a common culture of security.

Ultimately, the project contributes to making ports in West and Central Africa safer, more resilient, and more competitive, while protecting the people who depend on them and supporting regional stability.
